Members in attendance:  Keith Emery, Jeremiah Ross, Larry Curtis, Mark Blier, and Chris Baldinelli, Chad Poitras.

Members not in attendance: Christopher Carroll.

Keith called the meeting to Order by commencing with the Pledge of allegiance

Review ordinance amendments after attorney’s review:
        The board reviewed and discussed the proposed Fire Protection Ordinance (attached) and found the suggestions made at the last meeting are complete.  
The Board agrees with the sprinkler system requirement, but concerned with the commercial application of the ordinance.  We have an existing ordinance giving the applicant three options for fire protection, this proposal give more detailed requirements.  The town should look at what they want to come in to the town for businesses, years down the road this could be interpreted differently.  The Board reviewed Section 10.17.C, which states a residential home does not have to be sprinkled unless the applicant wishes to install one.
        Stephen Heroux suggested that with this many changes to an ordinance, it should be a secret ballot vote, rather than on the town floor.  
Amendment to Article 4.2.F.3 Stephen Heroux said the changes do not increase of decrease the application of this ordinance, it just clears ups the gray area.  The Planning Board agrees.
        Road acceptance, Keith does not agree with the depth and he will not support the amendment.  It should be one depth, not giving the option to the Public Works Directors discretion.  
        The medical marijuana proposal – The Board agrees to include the business commercial district and remove the section stating only allowing one registered cultivation and dispensing facility in town.
        Remove Single Family Dwelling from the Business Commercial District – this is the first time the Board is seeing this proposal, the Board will post pone this Article to a later time and would like an explanation for why this change now.
  • Jere motioned to send Articles 2 - Definitions, 4.2.F.3 - Contiguous Built Lots, 10.7.A.5 - Off Street Parking, 12 – Road Acceptance Regulations, zone change, amended ordinance establish an elected Planning Board, Medical Marijuana, and Fire Protection Ordinance, seconded by Chris B. to public hearing.  The motion passed with a 6 – 0 vote.

Not prepared motioned by Chris, seconded by Larry to table the minutes of February 23, 2015 until the next meeting.  A unanimous vote.
